What is process safety management (PSM)?

Process safety management is the system of standards, studies and disciplines that prevents major accidents fires, explosions, toxic releases, loss of containment as distinct from occupational safety, which manages day-to-day personal harm. PSM spans hazard studies (HAZOP, HAZID, LOPA), engineered safeguards (SIL), and the operating disciplines that keep them effective: management of change, pre-startup safety review, mechanical integrity & safety critical element management.

Why process safety is now a board-level number, not a compliance line item

Three shifts have changed the maths for Malaysian operators:

• Enforcement has teeth. The OSHA 1994 Amendment (Act A1648) has been in force since
1 June 2024, with penalties reaching RM500,000 — before counting parallel charges,
insurance fallout and reputational cost.
• The hazard base has grown. Malaysia now has 384+ registered Major Hazard
Installations, up roughly 400% since CIMAH 1996.
• The expertise to manage it is scarce. Certified competent persons haven’t kept pace with
the number of installations.

FAQ

  • Is my facility a Major Hazard Installation (MHI)?

    It depends on the type and quantity of hazardous substances against CIMAH threshold quantities. We run that assessment and tell you whether you're MHI, NMHI, or out of scope.

  • What goes into a CIMAH safety report?

    Broadly: the activity and hazards, the risk assessment (often QRA-supported), the safety management system, and the emergency response plan. We develop or review the full report for DOSH submission.

  • What changed with the OSHA 1994 Amendment in 2024?

    Effective June 2024, it raised duties and penalties up to RM500,000 materially increasing the cost of weak process safety.

  • How is process safety different from occupational HSE?

    Occupational safety manages frequent, low-consequence personal harm; process safety prevents rare, high-consequence major accidents. They need different expertise — you need both.
